Orion Town Board Meeting
Chairperson Marc Couey called the monthly meeting to order at 5:00pm.
Roll Call – Chairperson Marc Couey, Supervisor Don Stanke, Clerk Diane Parduhn, Deputy Treasure McKenzie Couey, and Randy Olson. Absent Treasurer Judy Shadewald and Supervisor Joe Halverson. The electors present included Jeff Campbell.
Agenda Properly Noticed – Clerk Diane Parduhn reported that the notice of meeting was posted on 10/15/2024.
Approve the Agenda – Chairperson Marc Couey read the agenda as printed. A motion to approve the agenda was made by Supervisor Don Stanke, seconded by Chair Marc Couey. Motion carried.
Approval of September Minutes – Chairperson Marc Couey asked if there were any changes or additions to the minutes for the August reg meeting. Hearing none he made a motion to approve the minutes as written, seconded by Supervisor Don Stanke. Motion carried.
Treasurers Report – Deputy Treasure McKenzie Couey reported that on August 31, 2024, the balance in the Town of Orion Checking account was $125,531.55 per the bank statement. A total of $2,4027.16 in checks issued were outstanding as of August 31, 2024, making the actual balance in the Town of Orion Checking account $123,024.39. CD was rolled over to a new CD with WCCU. The balance is $45,744.68 and the new date it will mature is 10/03/2025. The dividend rate is 4.67% with an annual percentage yield is 4.75%. Supervisor Joe Halverson asked if the board could receive something in writing at each meeting. The treasurer will prepare a written report going forward. Motion to approve the Treasurers report made by Supervisor Don Stanke, seconded by Chair Marc Couey. Motion carried
Clerks Report – Clerk Diane Parduhn reported:
- Reviewed both September Budget sheet numbers.
- Reported on the high number of absentee ballots and new voter registrations being submitted. She also reported there will be worker training at the Town Hall following the PreLat test. And a public test on November 2.
- The Clerk reported that per DOA our population is approximately 542 with 419 being of voting age.
Approve Bills – Chairperson Marc Couey read the October bills presented for approval totaling $34,772.64, the list was reviewed by supervisors. Chairperson Marc Couey made a motion to approve the payment of the bills totaling $34,772.64 using checks #1944 – #1955. The second was made by Supervisor Don Stanke. Motion carried.
Roads Report – Reported on possible projects for next year.
Fire Districts –
- Muscoda – Chair Marc Couey is reporting the Muscoda Fire Department is requesting a 7% increase in budget. Motion by Supervisor Don Stanke to approve the 7% increase, seconded by Chair Marc Couey. Motion Carried
- Richland Rural – Supervisor Joe Halverson provided the clerk with the report of incidents from the month prior to the meeting. Additionally, he reported the Richland Rural was asking for a 3% increase. Motion made by Chair Marc Couey to approve the request for 3%, seconded by Supervisor Don Stanke. Motion Carried.
- Richland Ambulance – Joint ambulance is using some ARPA funds Getting more Staff.
Other Business –
- Riverdale School Administrator Jeff Campbell – Mr. Campbell came to introduce himself to our board and share what is happening at the school. He reported that the board determined they would wait till next year’s elections to bring back the referendum and he explained the need for additional monies. He provided information on how the school is looking towards vocational education as well as 4-year programs and helping the students prepare for either path.
- Line Fence replacement on the corner of Ginger and HWY 60 – To Be Continued. Chair Marc Couey is still gathering information.
- Budget Meeting Date – The board selected November 13, 2024, at 5:00pm as our first budget meeting. It was noted that the agenda Identified the next meeting as Nov 13 already.
