Orion Town Board Meeting November 20, 2024
Chairperson Marc Couey called the monthly meeting to order at 5:00pm.
Roll Call – Chairperson Marc Couey, Supervisor Joe Halverson, Supervisor Don Stanke, Clerk Diane Parduhn, Deputy Treasure McKenzie Couey, and Randy Olson. Absent Treasurer Judy Shadewald. The electors present
included Jim and Jane Jefferies.
Agenda Properly Noticed – Clerk Diane Parduhn reported that the notice of meeting was posted on 11/19/2024.
Approve the Agenda – Chairperson Marc Couey read the agenda as printed. Change the date for the next meeting to December 18 th , 2024, and add a Budget meeting on November 27, 2024, at 5pm. A motion to approve the agenda was made with those corrections by Supervisor Don Stanke, seconded by Chair Marc Couey. Motion carried.
Approval of October Minutes – Chairperson Marc Couey asked if there were any changes or additions to the minutes for the August reg meeting. Hearing none, a motion to approve the minutes as written was made by Supervisor Don Stanke, seconded by Supervisor Chairperson Marc Couey. Motion carried.
Treasurers Report – Deputy Treasure McKenzie Couey reported that on August 31, 2024, the balance in the Town of Orion Checking account on October 31, 2024, was $136424.97 per the bank statement. A total of
$126.86 in checks issued were outstanding as of October 31, 2024, making the actual balance in the Town of Orion Checking account $136,298.11.
Clerks Report – Clerk Diane Parduhn reported:
- Election had 325 voters, 55 absentee ballots, and 31 new registrations on the day of the election. Two trucks drove off the parking lot, one truck parked on the grass and drove all through the yard to Thiede Road so there is some work to do out there. Orion was selected for a machine review which is scheduled for Saturday Nov 24 but may have to be postponed depending on recount options.
- Budget report; not complete. Treasurer and Clerk will meet Monday to better understand how the process will work so the information is ready well in advance of the meeting.
- Retirement notice was given by Clerk Diane Parduhn for December 30, 2024. The clerk was asked to get notice on the radio as soon as possible, candidates contact Marc Couey.
Approve Bills – Chairperson Marc Couey read the November bills presented for approval totaling $8961.37 in monthly bills plus poll worker fees of $1,273.75, the list was reviewed by supervisors. Supervisor Joe Halverson made a motion to approve the payment of the bills totaling $10,235.12 using checks #1956 – #1977. The second was made by Supervisor Don Stanke. Motion carried.
Roads Report – Discussion Reported on possible projects for next year. Seal coat Wegner, prep the parking lot for seal coating or paving next year. Signs for cemetery, clerk will send Randy the list of names.
Fire Districts –
– Muscoda – Chair Marc Couey reported no meeting this month, budget for 2025 is done
– Richland Rural – Supervisor Joe Halverson provided the clerk with the report of incidents from the month prior to the meeting, no Orion billings. 2025 budget is set.
– Richland Ambulance – An agreement was signed between the fire dept and Lone Rock for mutual aid. Staffing/board issues remain a concern.

Other Business –
– Assessment 2025 DOR notice of Non-Compliance and Reassessment – Chairperson explained that Orion is not in compliance with the assessed value. A meeting was scheduled with the town Assessor, but it had to be postponed. The meeting has been rescheduled for Monday November 25th so that we can work with him to determine the next steps. There will need to be a reassessment.
-Line Fence replacement on the corner of Ginger and HWY 60 – To Be Continued. Chair Marc Couey spoke with Juli Lins, the property in question belongs to the town in Orion. Marc is still working on how to resolve this issue.
– Cemetery Pricing – The fee for a plot in the cemetery needs to be updated but first we have to know the number of spots left in the cemetery. Chairperson Marc Couey will work with a local person to see how we determine what plots are left in Indian Creek cemetery and once that is determined, we can set a price and offer whatever spots are left.
