Orion Town Board Meeting
Chairperson Marc Couey called the monthly meeting to order at 5:30 pm.
Agenda – Chairperson Marc Couey read the agenda as printed. A motion to approve the agenda was made by Supervisor Joe Halverson, a second was made by Supervisor Don Stanke. Motion Carried.
Roll Call – Clerk Diane Parduhn recorded the list of attendees. Present were Chairperson Marc Couey, Supervisor Don Stanke, Supervisor Joe Halverson, Clerk Diane Parduhn, and Road Supervisor Randy Olson. Absent Treasurer Judy Shadewald. Electors present included Jim Hying, Bob & Jan Hirshey, and Mike Parduhn.
Approval of March Minutes – Minutes for the March 2024 meeting were reviewed by Board Members; no corrections or additions were offered. Supervisor Joe Halverson made a motion to approve the minutes dated March 21, 2024, a second was made by Supervisor Don Stanke. Motion Carried.
Treasurers Report – Diane Parduhn presented the Treasures report. The checking account has a balance of $229,235.05 which does not include outstanding checks but does include interest of $871.76 earned at the end of March 2024. The CD held at Westby has a balance of $44360.85, no adjustments made in March 2024, no new statement received.
Approval of Bills – Bills presented for approval at the March meeting totaling $12,280.04 were reviewed by supervisors. Supervisor Don Stanke made a motion to approve payment of the bills totaling $47680.30 using checks #1862 – #1876. The second was made by Supervisor Joe Halverson. Motion carried. Clerk Diane Parduhn did not issue a check for Kelland Farms because there had been no discussion regarding payment for the lease to use the parking land. This topic will be taken up later in the agenda, but the outcome will be that check #1877 was written to Kelland Farms, bringing the bill total to $12,305.04 using checks #1862 – #1877. Appropriate motions to approve that payment will be noted in Other Business.
OTHER BUSINESS
- Review/Award Contracts – Three bids were received, three bids were reviewed, all three bids were accepted. The three companies placing bids included:
- Scott Construction Inc. for single seal over hard surface $19,564 and double seal over gravel surface $39,128.
- Bindl Bauer Limestone of Spring Green for gravel and/or Breaker at 10.85 per ton delivered and spread, and Chips at $18/yard picked up in Lins or Shannon Quarry.
- Gary’s Lawn Care LLC, Gary Williams owner for mowing the cemeteries in Orion and the old Town Hall located on County Hwy O for a total of $520 per mowing.
After all bids were opened, the bids were individually summarized by Chairperson Marc Couey, board members were able to review the bid, and a vote was taken on the item immediately following the opportunity to review the bid. The results were as follows:
- Scott Construction Inc., Motion made by Supervisor Don Stanke to approve the bid submitted by Scott Construction Inc., seconded by Supervisor Joe Halverson, Motion Carried
- Bindl Bauer Limestone of Spring Green, Motion made by Supervisor Joe Halverson to approve the bid submitted by Bindl Bauer Limestone of Spring Green, seconded by Supervisor Don Stanke. Motion carried.
- Gary’s Lawn Care, Motion made by Supervisor Don Stanke to approve the bid submitted by Gary’s Lawn Care as written, seconded by Supervisor Joe Halverson. Motion carries.
- Contract with Kelland Registered Holstein – The Town of Orion has partnered with the Kelland Registered Holstien farm for many years to allow for parking space outside the old Town Hall at a rate of $25/year. Since the New Town Hall is basically completed, we will be moving completely out of the building by the end of the year, the clerk requested the board advise if a check should be written. A motion was made by Supervisor Don Stanke to pay the contract for year 2024 in the amount of $25.00, seconded by Supervisor Joe Halverson. Motion Carried. Clerk Diane Parduhn was directed to issue check #1877 in the amount of $25 to Kelland Registered Holstien. Clerk Diane Parduhn shared that we are in the process of determining what papers and other items can be destroyed, shared with State Historical Society, or must be retained. That process could take 6 months. Chairman Marc Couey informed Marsha Keller that the black stove that is in the building belongs to her. The Board found the letter inside the stove indicating the stove was hers.
Adjourn – Motion made by Supervisor Joe Halverson to adjourn the meeting, seconded by Supervisor Don Stanke. Motion Carried
