April 15, 2026 Regular Meeting Minutes

Chairperson Marc Couey called the monthly meeting to order.

Roll Call – Chairperson Marc Couey, Supervisor Don Stanke, Supervisor Joe Halverson, Clerk Abigail Ewing, Treasure Denise Ewing and Randy Olson. Electors present included Kevin Schmitz, Catherine Killam, Tim Bomkamp, Melissa Bomkamp, Michael Bomkamp, James Jeffries, Barbara Jeffries, Wayne Jerrett, Ken Thiede, Curtis Heise.

Agenda Properly Noticed – Clerk Abigail Ewing reported that the meeting was properly noticed.

Approve the Agenda – Chairperson Marc Couey read the agenda as printed and asked if there were any changes. Motion to approve the agenda was made by Supervisor Don Stanke, seconded by Supervisor Joe Halverson. Motion carried.

Appoint New Clerk – Abigail Ewing read the Oath of Office and was sworn in as the appointed Clerk.

Approval of March Minutes – Chairperson Marc Couey asked if there were any changes or additions to the minutes for the March 2026 regular meeting. Supervisor Joe Halverson moved to accept the minutes as presented, seconded by Supervisor Don Stanke.

Treasurers Report – Treasurer, Denise D. Ewing, reports that on March 31, 2026, the balance in the checking account was $218,968.64 per the People’s Community Bank statement. We have five outstanding checks totaling $7,878.10 making the actual balance in the Town of Orion checking account $211,090.54. The Certificate of Deposit with WCCU had an interest payment of $477.92 as of March 31, 2026, with the balance ending of $48,602.02. Supervisor Don Stanke made a motion to approve the treasurer’s report, seconded by Supervisor Joe Halverson. Motion carried.

Clerks Report – Clerk Abigail Ewing reported the April 7, 2026, election had 144 Voters. No incidents. Clerk Abigail Ewing & retiring Clerk Diane Parduhn met with County Clerk and all numbers were verified. County Clerk Derek Kalish resigned effective May 1, 2026. Clerk Abigail Ewing completed Form CT Training, signed up for BOR Training and WTA required Clerk Training. Esla reporting complete. A motion was made by Chairman Marc Couey to approve the Clerk’s report, seconded by Supervisor Don Stanke. Motion carried.

Approve Bills – Chairperson Marc Couey read the April bills presented for approval totaling $15,259.85. Supervisor Joe Halverson made a motion to approve the payment of the bills totaling $15,259.85 using checks #2241-2255 and one ACH debit, seconded by Supervisor Don Stanke. Motion carried.

Roads Report – Randy reaching out to Hanor’s on Corner of Hwy OO, where a previous agreement had been made to use a specific access point for semi traffic. Confirming with owners they won’t be using the road that is seal coated for their semi traffic to avoid road damage. Randy reported a chunk of blacktop came out on Twin Bluffs Road. Water was high so he filled with gravel until the water receded. Once it does, he can tear out the fabric and add a tube to alleviate flooding. Seal coating bid for Limestone would be $19,759 per mile, and $23,198 per mile for Quartz. Discussion to use Quartz on the 1-mile road repair on Whippoorwill so it lasts longer. Possibly on the half mile stretch of Crestview as well.

Fire Districts –

  • Muscoda – Chairperson Marc Couey reported attending the meeting held last month. He shared his report.
  • Richland Rural – Supervisor Joe Halverson reported that he attended the fire meeting in April.  He shared the monthly report.
  • Richland Ambulance – Supervisor Don Stanke reported not much to update currently.

OTHER BUSINESS:

1. Bids for this year – Chairman Marc Couey opened the sealed bids to review. Two bids were received for Seal Coating. Supervisor Joe Halverson made a motion to select the bid from Scott Construction. Supervisor Don Stanke seconded. Motion passed. One bid was received for Lawn Mowing. Supervisor Don Stanke made a motion to select Swenson Services, seconded by Supervisor Joe Halverson. Motion passed. One bid was received for gravel. Chairman Marc Couey made a motion to select Bindl Bauer, seconded by Supervisor Don Stanke. Motion passed.

2. Tim Bomkamp –Wants to build a new cabin on his property, parcel #020-4100-3200. Zoning needs Town of Orion approval. Supervisor Don Stanke made a motion to approve the new building construction on Tim Bomkamp’s property. Chairman Marc Couey seconded. Motion passes. Clerk Abigail Ewing provided variance approval letter to be given to Zoning.

3. Appoint 4th BOR Member – There needs to be a 4th Board Member appointed for the Board of Review to satisfy the Wisconsin Statutes, since Clerk Abigail Ewing is not a town of Orion Resident. Chairman Marc Couey made a motion to appoint Treasurer Denise D. Ewing as the 4th Board of Review Member. Treasurer Denise D. Ewing accepted. Supervisor Don Stanke seconded. Motion carried.

4. Resolution for Appointing Treasurer – Currently the Treasurer is an elected position. Previous experiences with gaps in Treasurer position has led to the Board requesting to change the Treasurer’s position to an appointed position. Chairman Marc Couey made a motion to change the Treasurer position to an appointed position and take it to the Annual Meeting for Electors approval. Supervisor Don Stanke seconded. Motion carried.
