June Regular Meeting Minutes June 18, 2025

Chairperson Marc Couey called the monthly meeting to order at 5:00pm.

Roll Call – Chairperson Marc Couey, Supervisor Don Stanke, Clerk Diane Parduhn, Treasure Denise Ewing, Deputy Clerk Janet Brown and Randy Olson. Absent Supervisor Joe Halverson

Agenda Properly Noticed – Clerk Diane Parduhn reported that the meeting was properly noticed 06/17/2025.

Approve the Agenda – Chairperson Marc Couey read the agenda as printed. A motion to approve the agenda was made by Supervisor Don Stanke, seconded by Chair Marc Couey. Motion carried.

Approval of May Minutes – Chairperson Marc Couey asked if there were any changes or additions to the minutes for the May reg meeting. Hearing none, Chairperson Marc Couey approved the minutes as presented.

Treasurers Report – Treasurer Denise Ewing reported that the balance in the Town of Orion Checking account on May 31, 2025, was $223,776.63 per the bank statement. A total of $9,168.77 for seven checks issued were outstanding as of May 31, 2025, making the actual balance in the Town of Orion Checking account $214,607.86. The CD at Westby Co-op is $46,810.18. Supervisor Don Stanke made a motion to approve the Treasurers report as presented, seconded by Chair Marc Couey. Motion Carried.

Clerks Report – Clerk Diane Parduhn reported:

The 2025 BOR has been completed, appropriate notices have been delivered, and the paperwork is filed.  The Computer Doctors have been hired to get our Microsoft license for the treasurer combined with the license for the Clerk.  The license is completed, but there remains an issue with Outlook that will be taken care of with a meeting between The Computer Doctors and the web providers due to the .gov emails. We need to purchase some method for the back-up of our computers, and we need to get a monitor for the Treasurer and possibly a keyboard.  Denise will purchase what she needs, the board has no concerns regarding the purchase of those items with no motion needed. Additionally, we need to get some back-up protection for both computers. Diane will work on that with Computer Doctors for protection and back-up.  The utilities for the Old Town Hall have been turned off, and Premier Co-op has been cancelled. If we bid on LP again, the Premier would like to be notified.  Diane will be working with Cheryl Dull to test WisTas, the newer version of WinStar. In exchange for being a tester the Town of Orion will receive the new version for free.  Diane feels this may help with the form CT, though the system she is using now works for the CT, the database would provide detailed information about each line item on form CT.  Diane, Denise and Joe can talk about what would work best. The treasurer needs to have her system and that may be quick books, but the clerk needs her set of records as well, so we need to see what that looks like. Diane provided a copy of the May Expenses and Revenues for the Boards review.  Cindy Deckert sent an email to Marc Couey commenting how nice Mayfield Cemetery looked and that the signs looked great.  Diane handed out a document showing the taxes and property values for all towns and villages in Richland County.

Approve Bills – Chairperson Marc Couey read the June bills presented for approval totaling $37,804.94. Supervisor Don Stanke made a motion to approve the payment of the bills totaling $37,804.94 using checks #2083 – #2102, seconded by Chair Marc Couey. Motion carried.

Roads Report – The cost to seal coat Wegner and Sawmill will be about $51,000.  That includes the bridge. The board determined it is wise to wait till next year to do the church road because the work will get done so late in the year on County Hwy O. Wegner and Sawmill for this year. Parking lot and road at the town hall not ready this year, would like to allow gravel to settle one more year. The town hall should have stones around the building to keep it manageable.

Fire Districts –

  • Muscoda – The Fire Chief passed so there was no meeting.
  • Richland Rural – Joe was not present so no fire report.       
  • Richland Ambulance – The meeting cancelled.

Other Business:

Old Town Hall Bids – No bids were received. This item will remain on the agenda. Board members will speak with people that may be interested. 

New Shed – Lucas Unbehaun – The Board reviewed all documentation and approved the request. The Clerk will complete the documents and send them to Lucas Unbehaun.

Insurance Documents Review/questions – The Board reviewed the documents presented by the Insurance Company to approve.  A motion was made by Supervisor Don Stanke to approve the Insurances presented by Wallace Cooper & Elliot, seconded by Chair Marc Couey.  Motion Carried

NEXT REG MEETING – Wednesday, July 16, 2025, at 5:00

AGENDA ITEMS/INPUT –Clerk Diane Parduhn requested that we add Charge and Process to next month’s meeting agenda based on discussion with DOR.

MOTION TO ADJOURN – Motion made by Supervisor Don Stanke, seconded by Chair Marc Couey.  Motion carried.
